The recently launched Claim Tracking
System (CTS) will also include a facility
for claimants to submit on-line documentary
requirements as well as relevant schedules
that will follow a uniform and streamlined
set of standards to be formed by the
CENTER.

Recognizing that the lifeblood of
the CENTER’s work rests with the authenticity
of the documents being submitted for
claim purpose, the CENTER is in the
final stage of developing the ON-LINE
VERIFICATION SYSTEM with the different
major ports of the Bureau of Customs.
Once implemented, the huge backlog
of verification request at the Bureau
which impede the early release of
claims will be a thing of the past.

The strengthening of the recently
instituted "OFFICE OF SPECIAL
CONCERNS" which is a “Help Desk”
as well as an "Appeals & Arbitration
Desk" to assure claimants that they
have dedicated Liason Officers who
will provide speedy resolution of
disputes and ready answers to questions
that delay the processing of their
claims as well as general queries
about the CENTER.

d.
A Study Group is being formed to conduct
a comprehensive review of current
evaluation procedures and documentation
requirements for the sole purpose
of simplifying the present procedures
and requirements.

Since one of the major programs of
the CENTER is to develop a highly
driven professional work staff, a
new Performance Evaluation System
is being crafted that would recognize
only one barometer for recognition-quality
of performance. This
is paramount in the CENTER’s efforts
to develop a highly competent and
professional staff that is fully driven
to provide quality service at all
times.

Considering the numerous incentive
laws being administered by the CENTER,
a Study Group will also be formed
to identify and resolve current policy
infirmities in the administration
of these incentive laws as well as
develop a uniform and consistent standard
for documentary requirements regardless
of which incentive law the claimant
is filing their claim.

g.
Lastly, the CENTER shall actively
pursue dialogues and consultations
with its public constituencies. In
line with this, a series of meetings
with various industry associations
will be scheduled while seminars and
workshops are being developed to train
the concerned staff members of the
claimants the proper rudiments of
filing of claims.
